INTEC has signed collaboration agreements with the government sector, private sector, national and international organizations, cooperation agencies, among others, articulating bilateral and multilateral cooperation projects. Since 1990, INTEC has carried out a research policy aimed at finding solutions to social problems. During this time, various applied and technological research has been carried out financed with own resources and donations.
 
Project description:

The Basic Education Project, funded by USAID and lasting 5 years, aims to improve access to inclusive, safe and quality education for children in the Dominican Republic. The Project focuses on early reading from preschool to third grade and in schools and communities in the southern provinces and the border region with Haiti, characterized by high levels of poverty, socioeconomic disparity and marginalization, as well as low achievement in reading. The project will be implemented in the educational regions of Barahona – 01 San Juan – 02 and Bahoruco – 18.

Position Description:
 
The Policy and Sustainability Advisor, who reports to the project Chief of Party (COP), plays an integral role in ensuring close collaboration and communication with the Ministry of Education of the Dominican Republic (MINERD) in all components of the Project. The position liaises with senior government officials, community groups and other stakeholders and is based in Santo Domingo, Dominican Republic. It is proposed that the position be co-located with the MINERD in Santo Domingo for most of the week (e.g. 3-4 days a week) and 1-2 days a week at the Project offices.

Responsibilities:

  • Responsible for supporting the COP in the development of a vision and strategy for the program shared with the MINERD.
  • Support and advise the COP and the Project team in communication with MINERD management and staff at the national and subnational levels.
  • Advise and consult with relevant government counterparts and ensure that effective and quality technical assistance is provided to MINERD and that Project activities are aligned with MINERD priorities and incorporated into MINERD education programs.
  • Serve as liaison with the MINERD in the geographical areas of interest to publicize the goals, objectives and activities of the Project, and guarantee the correct implementation of the program activities.
  • Ensure integration of MINERD priorities and consideration of system capacity in the annual work planning process and implementation of the annual work plan.
  • Advise project staff and partners on appropriate MINERD counterparts to support the design, implementation, monitoring and evaluation of activities; facilitate communication and dissemination.
  • Coordinate the development and supervise the implementation of the Project Partnership and Sustainability Plan, as well as the corresponding reviews, in close collaboration with the Project Private Sector Advisor.
  • Lead Project efforts to strengthen institutional capacity to use data for educational decision-making and resource management.
  • In close collaboration with the Deputy Chief of Party (DCOP-Technical), contribute to Project efforts to support MINERD in the adoption of standards, curricula and/or best practices for reading, remedial instruction, SEL and reduction of grade repetition, and the deployment of promising interventions in schools in certain educational regions not funded by USAID.
  • In close collaboration with the DCOP-Technical, contribute to Project efforts to support MINERD in the implementation of an early warning system for at-risk pre-first through third grade students in schools in selected educational regions not funded by USAID.
  • In close collaboration with the COP, support the formation and implementation of the MINERD Steering Committee or other inter-institutional coordination spaces.
  • Support activities to increase access to and retention in quality, inclusive education, particularly for the most marginalized students; improve the social and emotional well-being and safety of students and school staff; and improve the institutionalization and scaling up of effective MINERD interventions, as well as governance for effectiveness, transparency and responsiveness in the education system.
  • Support the preparation and delivery of high quality reports to USAID, including quarterly and annual reports, annual work plans, technical and financial reports.
  • Organize and conduct frequent trips to activity sites throughout the Dominican Republic to support Project implementation and MINERD communication and engagement at all levels.
  • Demonstrate professional behavior, including a commitment to gender sensitivity, social inclusion and climate and environmental protection, and be a team player within the project, and grow and learn.
  • Support in the planning of joint work between MINERD and the Consortium.
  • Support in the identification and establishment of institutional relationships with strategic partners.
  • Perform other duties as assigned by the COP.
 
Qualifications:
  • Bachelor's degree and 15 years of experience, master's degree and 12 years of experience, doctorate and 8 years of experience, or equivalent combination of education and experience.
  • Demonstrated experience working with MINERD
  • Demonstrated experience implementing large programs working with counterparts at various levels of government, private sector leaders, and other stakeholders to strengthen education systems and improve educational outcomes.
  • Demonstrated skills in mobilizing government actors in the Dominican Republic.
  • Proven ability to work under pressure and with multiple concurrent demands.
  • Demonstrate professional behavior, including a commitment to gender sensitivity, social inclusion and environmental protection, and be a team player within the project, and grow and learn.
  • Verbal and written fluency in Spanish. Professional command of the English language.
Modality of contracting:
  • Temporal agreement.
