Sociologist César Pérez presents his new work


SANTO DOMINGO.- The sociologist and teacher of the Instituto Tecnológico de Santo Domingo (INTEC) César Pérez presented his most recent work “Much government and little State: Dominican dilemma”, during a ceremony held in the Julio Ravelo de la Fuente Room of the University Library.

The presentation of the work was in charge of the sociologist Leopoldo Artíles Gil; and during the ceremony, the Dean of the Social Sciences and Humanities Area Elsa Alcántara delivered the introductory words; an evaluation of the work by journalist Fausto Rosario, director of the digital newspaper Acento, while Professor Mabel Artidiello served as the academic host of the event. In addition attended recognized figures of the national political scene.

The book, which belongs to the INTEC Editorial Fund, compiles 202 articles written by Pérez between the years 2011 and 2014 and which were published in the digital newspaper Acento and in the newspaper Hoy.

"The compilation of articles collected in this book can give an idea of ​​the main debates that took place during the period 2011-2014, which allows to show that the great Dominican problems, far from being solved, are deepening, that the extreme weakness of the Dominican institutions It is enough to cite the issue of presidential re-election, where it is intended to re-elect through a pact without being endorsed by the bases of the parties that sign it, not only the president of the Republic, but the majority of the congressmen and municipal authorities in exercise, violating elementary rules of representative democracy ", explained Pérez when evaluating the content of his book.

The work has a foreword by the sociologist Leopoldo Artiles Gil, who points out that the articles that make up its content revolve around the causes of political democracy, of social and legal justice, of freedom and rights, of citizen and human development, of the city and the adequate territorial ordering.

In the same way Artiles Gil maintains "It is relevant the way in which Pérez addresses many of the conjunctures that manifest both the advances and the limitations of what has been the irregular development of our political democracy, above all what he understands as the crisis of the system of parties and political leaders; the heavy tradition of clientelism that drowns the potential of the system to adequately perform its functions of representation and governance in accordance with criteria of transparency, service to citizens, respect for due process and clean procedures both administrative and political -electoral".

Perez expressed in his introductory text "The opinion article, despite the apparent ephemeral nature, manages to influence, guide and even train many people in the perspective of the ideological political commitment assumed by the author. Without the writer has proposed it, sometimes and in some cases, the positions he expresses coincide with those of some political and social groups and to a large extent one becomes a voice or expression of these collectivities.

 

Doctor César Pérez's career

Sociologist, graduate of the Universitá della Sapienza, Rome, Italy. Political analyst, researcher and national and international consultant specialized in urban and municipal issues. Member of the Social Research Team (EQUIS) of INTEC, academy where he works as a teacher from 1983.

Current member of the Strategic Government Commission of the Ibero-American Union of Municipalities (UIM), based in Granada, Spain, of which he was director director; international advisor to the Metropolis Foundation, based in Madrid, Spain; former director of the Department of Political Sciences of the Autonomous University of Santo Domingo (UASD); former member of the advisory council of the National Council for Urban Affairs (CONAU) and leader for several years of the now defunct Dominican Communist Party (PCD).

Author of the works: "State and government trapped by the parties"; "Decentralization and municipal management"; "Municipality and urbanization"; "Dominican social movements: Identity and dilemmas"; "The origins of the PLD / PRSC alliances".

He is also co-author of the texts: "The configuration of the city: compact city vs. Dispersed city "; "Urban policy and management in the Caribbean region"; "Who makes the city"; "Environmental action in the Dominican Republic: discussions on its conceptualization"; and "The resources of governance in the Caribbean basin".

Pérez has published dozens of articles in national and international media.
