RD has potential for oil and gas exploration in the sea


Santo Domingo.- The former chairman of the State of Israel Oil Commission (2004), Yaakov Mimran, said that the Dominican Republic has geological characteristics that ensure its potential for the discovery of oil and gas deposits in the sea.

"All the essential prerequisites for hydrocarbons exist here. These include generating rocks, reservoir rocks, sealing layers and the potential of geological structures. There are also some large sedimentary basins within the Caribbean Plate, and even along the boundaries of the plates there may be complex interesting structures, "said Mimran, a geologist specializing in London and also a former director of Mining of the Israeli State (1997) .

The consultant spoke at the Instituto Tecnológico de Santo Domingo (INTEC) on “Oil and gas exploration at sea: the new frontier”, at a conference sponsored by the National Maritime Affairs Authority (ANAMAR) and the Energy and Sea Affairs Commissions of the Chamber of Deputies of the Dominican Republic .

"The Dominican Republic is currently in a situation similar to that of Israel that precedes the great discoveries. The main difference between the two countries is that the area of ​​the Republic is two and 1 / 4 times more than that of Israel, and the Exclusive Economic Zone of the Republic is almost six times larger, "explained the consultant.

The exploration of hydrocarbons has implications in areas such as the environment, regulation, law and economics. In the professional field it involves a series of geophysical studies, geological analysis of drilling and production.

This activity can generate significant investments in the Dominican Republic, in light of rising oil prices, and with advanced exploration and drilling technologies.

The event was headed by Rolando M. Guzmán, rector of INTEC, Moshe Sermoneta, Ambassador of Israel in the country, Pelegrín Castillo, Deputy of the National District, Pascual Prota, President of ANAMAR and Santiago Muñoz, Director of the National Geological Service.

PROFILE OF DR. YAAKOV MIMRAN

Dr. Yaakov Mimran is a graduate of the Hebrew University in Geology studies. He completed his Ph.D. in London, England.
In 1997 he was appointed as Director of Mining of the Israeli State, and later (2004) also as the President of the Petroleum Commission, the only official administration that directs all the oil affairs of the Israeli state, where he served his last 7 years in the public administration. As Commissioner of Petroleum, Dr. Mimran was in charge of the most important gas discoveries for the Israeli State.

He directed the regulatory aspects on oil and gas exploration, as well as its production. These include:
• Criteria for the granting of oil rights;
• Work plans, including seismic work, drilling, testing and reserve estimation;
• The development reservoir, either by subsea completion or production platforms;
• Safety, and the environment;
• Legal aspects - the application of the Petroleum Law, legal modifications;
• Total government participation, including royalties and other taxes.

The Petroleum Commission, under its director, is made up of geological engineers, drilling and reservoir geophysicists, environmentalists, accountants and legal advisors. Dr. Mimran represented the Ministry of Energy and Water in numerous professional and interdisciplinary committees, including national planning, oil and gas, fiscal issues, the policy of granting petroleum rights, maritime issues and borders.

Among others, he served as the Director of the Department of Water and Environment, Deputy Director and Director of the Geological Service of Israel. As such, he led the field research, related to the structural resources of geology, water and minerals, oil exploration, and studies of environmental stability for the construction of power plants.

Dr. Mimran is a private consultant in the field of resource management, oil and gas exploration, regulation and investments.
