Presented book on the diagnosis of the party system in the DR


Santo Domingo. With the aim of contributing to the strengthening of political organizations in the country, the Training and Political Management Program and the Inter-American Institute of Human Rights and its Center for the Promotion and Electoral Advisory (IIHR / CAPEL), presented the publication ¨Diagnosis on the Situation of the Party System in the Dominican Republic 2005-2010: analysis of the regulatory framework and vision of the actors¨

This publication is part of the actions carried out by the consortium made up of the Center for Governance and Social Management (CEGES-INTEC), the Civic Movement for Citizen Participation and the Center for Research and Social Studies (CIES-UNIBE) under the auspices of the USAID, with the purpose of contributing to the identification of the modernizing requirements of the party system in the country.

The Diagnosis will allow the political community and civil society to define the challenges and opportunities of the Dominican political parties and their leaders, and consequently, design realistic and effective change strategies. This diagnosis shows the real scenario imposed by party life, beyond the formality of the regulatory framework in which it is circumscribed. This was achieved through a series of Focus Groups coordinated by the sociologist Carmen Luisa Figueiras Prim.

This Diagnosis is part of the strengthening of party systems in Latin America; a line of work that the IIHR / CAPE has been developing since the late nineties

The event was headed by Rafael Toribio, General Coordinator of the Training and Political Management program of INTEC; José Thompson Director of CAPEL; Wilfredo Lozano, Director of the Center for Research and Social Studies, UNIBE; Javier Cabreja, Executive Director of Citizen Participation and, Ana Belén Benito, Teaching Coordinator of the Specialized Courses of the Training and Political Management Program.

The Diagnosis was elaborated by Ana Belen Benito, Carmen Luisa Figueiras, Wilfredo Lozano and Rotsay Rosales and the perceptions and opinions of key actors of the party system were gathered who contributed their visions and perspectives on the institutionalization, democratization and transparency of the parties politicians.

The publication has three chapters, the first analyzes the regulatory framework that governs the political party system. The second part analyzes the evaluations made by the interviewees on the institutionalization of the parties, their internal democracy and transparency, and the third part closes with an analysis of the changes and continuations of the structure of the competition of the Dominican democratic system, from the transition to the present.

The launch event took place this Wednesday, 19, in October, at the Meliá Hotel and was attended by representatives of political parties, civil society organizations, various state institutions, as well as graduates of the Training and Management Course.
