UNDP and INTEC agree to promote dialogue on the Law of Parties


The representative of the United Nations Development Program (UNDP), Lorenzo Jiménez de Luis and the rector of Instituto Tecnológico de Santo Domingo (INTEC), Rolando Guzmán García, signed on Thursday a memorandum of understanding to promote dialogue with the political leadership on the sensitive points of the Law of Parties, the evaluation of public financing to the parties and the Reform to the Electoral Law. The Memorandum also contemplates promoting research on the situation of Dominican political women.

As part of the actions to encourage dialogue, INTEC and UNDP will hold five workshops on the sensitive points of the Law of Parties:

 

  • Conflicting points for the approval of the Law of Parties
  • Need and benefits of the electoral law reform
  • Evaluation of public financing for parties
  • Political alliances to govern, not only to win
  • Parity in political issues, on participation of women

During the signing of the Memorandum, Jiménez de Luis stressed that both INTEC and UNDP support the State in order to effectively comply with the mandate established in the National Development Strategy (END) that mandates the approval of a new regulation for the party system. politicians within a period of no more than three years. The 1-12 Law that establishes the END was approved on the 12 of January of 2012.

"The law of political parties is fundamental to improve the internal democracy of these organizations, and transparency in the use of public resources they receive," stressed the resident representative of UNDP. 

While the rector of INTEC explained that "the university opens its doors as a plural space to discuss issues that, like this one, have a direct impact on our development model".

The Memorandum of Understanding signed by INTEC and UNDP explains the importance of supporting the processes of strengthening the political party system of the Dominican Republic, and the mechanisms that guarantee the effective participation of women in politics, as an indispensable requirement. to consolidate representative democracy in the country.

Along with Guzmán and Jiménez, Angie Bergés, UNDP Democratic Governance Officer, Federico Jovine, Planning Officer and Raissa Crespo, Gender Area Manager participated in the meeting. Also Indhira De Jesús, Vice-rector for Research and Engagement, Lourdes Contreras, Coordinator of the Center for Gender Studies (CEG), Rafael Toribio, Director of the Center for Governance and Social Management (CEGES) and Patricia Portela, Director of Development and Institutional Relations.
