Civil Society Organizations submit proposals for an environmental approach to tax reform


Santo Domingo. Civil society organizations presented proposals to give an environmental approach to tax reform in the Instituto Tecnológico de Santo Domingo, while lamenting the absence of measures that correspond to this approach in the planning of the country's economy.

In the current tax reform proposal, one of the few measures that address an aspect associated with pollution is a tax on vehicles according to the amount of emissions, but an environmental approach to the reform involves considering the environmental footprint of the productive sectors. the time to incentivize or discourage their growth.

The participating institutions agreed to have a greater presence in the negotiations on the fiscal pact, so that it considers environmental criteria, raised the need for proposals of this type to be inserted through bodies such as the Economic and Social Council, which in its composition does not It has personnel or institutions specialized in the environment and natural resources.

The proposals and results emanating from the Dialogue of Civil Society Organizations on the environmental approach in the tax reform proposal will be delivered by the Group of Social Organizations for a Fair Fiscal Pact.

Among the speakers were Delio Rincón Ozuna, Ministry of Economy, Planning and Development (MEPyD), José Rafael Almonte, Professor, Autonomous University of Santo Domingo (UASD), the consultant Olga Luciano, Sésar Rodríguez, of the Dominican Environmental Consortium (CAD), Francisco Checo, from the Plenitud Foundation and José Contreras, from the Center for Environmental Studies and Management of INTEC (CEGA).

The meeting, held on Tuesday 23 of October, had the purpose of analyzing the content of the proposed tax reform from the perspective of sustainable development, focused on the environmental axis, as well as to know about legal and fiscal instruments for environmental management .

It was organized by the NGO Alliance, Pro-Naturaleza Fund (PRONATURA), REDDOM Foundation, Plenitud Foundation, Jaragua Group, Dominican Environmental Consortium (CAD), Center for Environmental Studies and Management of Instituto Tecnológico de Santo Domingo (CEGA-INTEC).

Among the documents that were analyzed are: a) Proposal for Discussion Component Strengthening the Collection Capacity of the State for Sustainable Development, presented by the Dominican Government; and b) Agreement of Fiscal Pact: Proposal of elements to consider, presented by the Economic and Social Council (CES).
