INTEC Board of Regents swears in two new members


Samuel Conde and José Durán join the governing body, legal representation and asset management of the university

SANTO DOMINGO. - The Board of Regents of the Instituto Tecnológico de Santo Domingo (INTEC) swore in, during its session of November 26, 2025, the renowned businessman Samuel Conde and the engineer José Durán as new members of that governing body and legal representation of the university.

Samuel Conde He is a renowned businessman who has served as director, consultant and promoter of important projects within and outside the country, mostly in the area of ​​civil engineering, such as the ports of Arroyo Barril and Sans Soucí; multiple docks and other works within the Port of Haina, including its breakwaters; as well as various bridges and industrial parks.

He is a founding partner and past president (1998-2019) of the Caucedo Multimodal Free Zone and a member of its Board of Directors, representing Caucedo Development Corporation, which he chairs. He is also a founding partner of the Itabo Industrial Park (PIISA), and from 1985 to 2001 he was a member of the Board of Directors of the BHD Financial Group.

For several decades, Conde led the construction company Samuel S. Conde & Associates, dedicated to the design and construction of civil engineering works, transport infrastructure, and industrial plants.

Meanwhile, José Durán He is an electrical engineer with a Master of Business Administration (MBA) from the University of Quebec. He has a specialization in Quality Control (1990) and experience at Corning Cable and Ethical Pharma. He is a professor at INTEC and the Autonomous University of Santo Domingo (UASD), teaching courses in Quality Information Systems and Just-in-Time; Statistical Process Control; and Manufacturing and Service Processes. He also teaches in the Master's Program in Quality and Productivity Management at INTEC (2010–present, 2025).

In addition, he has been a member of the American Society for Quality since 1990, CODIA since 1990, and a member and vice president of the Parents' Council of Babeque High School, 2009-2011. He has also been Vice President of Operations for Ethical Pharmaceutical since 2010.

During the session, the members of the Board of Regents dismissed two of their members who joined in 2016 and had reached the maximum term of membership. These are engineer Franco Gómez, former president and coordinator of the Infrastructure Committee, member of the Academic Committee, and former coordinator of the Nominations Committee; and Sadala Khoury, member of the Infrastructure Committee and the Fundraising Committee.

The Board of Regents is the governing body, legal representative and administrator of the university's assets and is made up of 15 people, including the Rector of INTEC. By mandate, all its members perform duties on an honorary basis, and the majority must be graduates of the university.

Currently, the Board of Regents is chaired by Rosalina Perdomo Montalvo, and composed of Elianna Peña, vice-chair; Francesca Rainieri, secretary; and members Roberto Herrera, Ricardo Pérez, René Grullón, Ana Alma, Yulino Castillo, José Ureña, Luis Bencosme, Luis Molina and Quilvio Cabral.
