Engineer Luis Toirac joins the Board of Regents of INTEC
SANTO DOMINGO. - Industrial engineer Luis Toirac, professor in the Engineering Area and Outstanding Graduate 2023 of Instituto Tecnológico de Santo Domingo (INTEC) was elected as the new member of the university's Board of Regents, replacing Roberto Herrera.
Toirac is a professional and academic with extensive and recognized experience in the business, industrial, and academic sectors, both in the Dominican Republic and internationally. He served as director of the Industrial Engineering program for two decades, during which time he led several curriculum reforms and fostered collaboration with industry and internationalization, including relationships with universities such as Penn State University (PSU), Rochester Institute of Technology (RIT), University of Puerto Rico, Mayagüez Campus (UPRM), and Polytechnic University of Valencia (UPV), among others.
Throughout his career he has led and participated in high social, business and educational impact projects, consolidating a comprehensive profile that combines management, teaching and innovation.
His academic background includes a degree in Industrial Engineering from INTEC, a master's degree in Education and Social Animation from the University of Seville, a postgraduate degree in Senior Management from the Pontifical Catholic University Madre y Maestra (PUCMM) and a specialization in Total Quality Management at the Mexican Institute for Quality (IMECA).
Professionally, he has worked as a consultant, auditor, and strategic project planner for various companies, including Razak Solutions, the Central Bank of the Dominican Republic, Davis & Geck, Fenwal Blood Technologies, AENOR, AESA-Agriconsulting Europe, Grupo FarmaXtra, DIF, the Dominican Republic Software Cluster, Procontratista, CGM Industrial, the National Competitiveness Council, Bojos Manufacturing, and Celso Pérez, among other prestigious companies and institutions. He has also collaborated on development projects sponsored by organizations such as the European Union, the Inter-American Development Bank (IDB), the United Nations Development Programme (UNDP), USAID, the Spanish Agency for International Development Cooperation (AECID), and the Japan International Cooperation Agency (JICA), among others.
His connection with INTEC has been ongoing and significant. Within the Engineering Department, in addition to coordinating the Industrial Engineering program, he has overseen undergraduate and graduate professional programs, taught numerous courses, and coordinated the Master's Program in Supply Chain Engineering and Management, offered jointly with the Polytechnic University of Valencia. He has also been in charge of the Process Automation and Materials Testing laboratories.
Toirac also participated in the design of the concentrations in Medical Devices, Plastic Processes and Materials Engineering and Logistics at INTEC, and is the manager of the Learning Factory INTEC Program, an initiative focused on practical learning and university-industry collaboration.
In the literary field, he is the author of the works Gargoyles, chimeras, and other stone beings (2025) Distant cliffs (2017) The branches of the wind (2013) and The inner ivy (2003)
He is an active member of various national bodies, including the Education Committee of the ADOZONA Medical Device Cluster, the Council of the National Quality Award for the Private Sector, the Institute of Industrial Engineers (IIE), founder of the National Observatory of Logistics and Freight Transport (ONLT RD) and the Dominican Association for Quality (ADOCA).
About Roberto Herrera
Economist Roberto Herrera joined the Board of Regents in February 2017, and served on the Fundraising Commission for several years, where he was coordinator until his departure.
The Board of Regents
The Board of Regents is the governing and legal representative body of INTEC and the legal administrator of its assets. It is composed of 15 members, including the Rector of INTEC. By statutory mandate, alumni constitute the majority. Currently, it is chaired by educator Rosalina Perdomo.
