Gutiérrez-Rubí: "Accepting a citizen request legitimizes a government and democracy"

From the spark that ignites them, to their conversion into social revolution, there is a structure of political and economic opportunity that the leaders of the new social movements have been able to take advantage of with the strength of image, creativity and the diffusion of the new social networks. communication. This is how Antoni Gutiérrez-Rubí, a renowned consultant and political adviser, describes the moment of transition that the world is experiencing in the social, political and economic spheres.

Invited by the Center for Governance and Social Management (CEGES) of Instituto Tecnológico de Santo Domingo (INTEC), Gutiérrez-Rubí led a meeting-conference “New social movements: beyond institutional policy”.

Gutiérrez analyzed the patterns of emergence, evolution and expansion of social movements of greater media relevance in recent years.

The specialist in public and social communication, author of about five books, insists that the current scenario raises the question about the ability of traditional parties to lead the ideas of change and compete electorally in the era of the New Policy.

He affirms that the importance of "social sparks" is the change of consciousness that they imply, regardless of whether they manage to become a flame or a large social movement.

The event was attended by Rafael Toribio, Director of CEGES and Henry Molina, Vice Minister of the Presidency. After the exhibition, the question and debate session was opened among the attendees.

Excerpts from the conference:
• "There is a new approach to the public. Citizens generate a lot of data that allows new approaches; we must take advantage of the "big social data".
• "We must free the talent, not channel it".
• "The innovation has to be of the users, of the consumers, not only of the group of" the intelligent "locked in thinking".
• "Internet is flow, so you have to adapt: the lessons are to be in movement and look for new weapons because something small can knock down a giant, even if the giant is in power".
• "The traditional thing was that you needed a great exposure for a long time and action to lead; the new thing is that there are more choral leaders, who is not the boss who can do everything in front of those who follow him, he is not "a person" but a multiplicity of small leaders ".
• "The impact of the movements can be partial and in any case it is important".
• "There is not enough competition, money or State to guarantee the public. Public-private alliances are needed to solve the enormous problems that affect us all, such as the contamination of water resources, in the face of which the problems of a government are small. "
