Purchasing and Contracting and INTEC will teach a course-workshop on green purchasing policies


SANTO DOMINGO. - The Purchase and Public Procurement Directorate, with the support of Directorate of Permanent Education of the Instituto Tecnológico de Santo Domingo (INTEC), started the “Dissemination and training program on green state purchasing policies”, course-workshop designed with the objective of generating knowledge about the recently approved policy in all State institutions.

The training also seeks to promote the circular economy, sustainability and inclusive purchasing, in order to raise awareness among all sectors that acquire and provide goods, works and services from and to the state apparatus, this was announced Carlos Pimentel, Purchasing and Contracting Director, during the launch event held at the García de la Concha Auditorium of INTEC.

Pimentel thanked INTEC for the support provided to Purchasing and Contracting in the effort to promote professionalization in the contracting system. “Since we assumed these functions, we were very clear about our interest in articulating and coordinating with the academy to be able to build new public policies, to be able to sow debate and constructive dialogue, which is only achieved in the academy,” he pointed out.

He added that “at INTEC we have found extraordinary support, we thank the dean of the Economics and Business Area, Manuel Peña, for being present for this new day, which seeks to sow knowledge in relation to the green purchasing policy that was approved and “It is in an implementation stage.”

The head of Purchasing and Contracting maintained that with the green purchasing policy a paradigm is being changed, “what we are proposing with this policy is that the State does not buy for the sake of buying, that the State is not obliged to buy the cheapest, that The State must develop the criteria that allow it to acquire what it wants, what it needs, of the quality it needs and above all that is aligned with its policies, and its policies are, in particular, the National Development Strategy and the Objectives of Sustainable development".

Representing INTEC, the dean of the Economics and Business Area, Manuel Peña, appreciated that Purchasing and Contracting chose the university to teach the training program that will impact the State's purchasing process.

About the course-workshop

eliana garcia, academic coordinator of the course-workshop, explained that this will have a duration of 30 hours and a total of 75 participants from technical levels (purchasing teams), inserted throughout the State apparatus. “All public institutions will be included, starting with those that make up the Sustainable and Inclusive Public Procurement Cabinet and other selected ones,” highlighted the teacher.

The program is made up of three modules that will be taught through virtual classes, the first on the definition and legal regulations of green public procurement; the second about the technical specifications and specifications and the third in which the issue of award and contract will be addressed..  In addition to these topics, there will be conferences and panels of experts that will take place in face-to-face meetings. 

The event was also attended by Crystal Fiallo, deputy director of the Public Procurement and Contracting Directorate; Carlos Reyes, director of Permanent Education of INTEC, as well as collaborators from both institutions. -
