Universities will supervise the purchasing and contracting processes of CEIZTUR

SANTO DOMINGO. - The University Network for the Advancement of Dominican Education (RUNED) will be seer of the purchasing and contracting processes of the Executive Committee of Infrastructure of Tourist Zones (CEIZTUR), dependency of the Ministry of Tourism, and will ensure compliance with Law No. 340-06 on Public Procurement and Contracting of Goods, Services, Works and Concessions, its Application Regulations and the policies and standards issued by the General Directorate of Public Procurement.

This is contemplated by the collaboration memorandum signed today by the Minister of Tourism, David Collado, and the rectors Instituto Tecnológico de Santo Domingo (INTEC), Julio Sánchez Maríñez; from the Pontificia Universidad Católica Madre y Maestra (PUCMM), Ramón Alfredo de la Cruz Baldera; from the Universidad Iberoamericana (UNIBE), Julio Amado Castaños; from the Action Pro Education and Culture University (UNAPEC), Franklyn Holguín Haché, and from the Pedro Henríquez Ureña University (UNPHU), Miguel Fiallo Calderón, who are members of RUNED.

These five universities will develop and implement a strategy to strengthen the bidding and supervision processes of the works to be carried out by CEIZTUR in tourist areas.

In an act held in a hotel in this Capital, the minister david collado He said that his priority is to guarantee transparency in the Ministry of Tourism, during his tenure. “We have decided to strongly embrace the transparency as a commitment of a new generation in the action of the new activities of the different public institutions, with regard to the Ministry of Tourism. Good management is as important to us as it is to guarantee transparency ”, he pointed out.

While, speaking on behalf of RUNED, Sánchez Maríñez, INTEC rector, said that as soon as the Ministry of Tourism called the universities, they accepted the call because one of the main objectives of this network is to contribute to society to through research and service, both to government entities and the private sector, guaranteeing the sustainable development of the country within an institutional framework.

About CEIZTUR

The Executive Committee of Infrastructure for Tourist Zones will be in charge of organizing and supervising the execution of the infrastructure works that will be developed in different tourist areas of the country, in accordance with the General Plan for the Development of Infrastructures in Tourist Zones, and will be responsible for the administration of the funds and resources that are destined to the realization of said works.

For this year alone, CEIZTUR has projected an investment of more than 2 billion pesos in works in different parts of the country that will improve the living conditions of its inhabitants.

The agreement indicates that CEIZTUR and MITUR undertake to act as final managers of the purchasing and contracting process. Both entities will assign a person in charge within each institution to lead the design and implementation of the program to improve the purchasing and contracting processes; and to attend to the recommendations made by the universities that are members of RUNED for the improvement of the bidding processes and the execution of the works.

While RUNED undertakes to participate with a delegate from each university as an observer in the purchasing committees for the bidding processes for CEIZTUR works, in the processes whose participation is required.

Likewise, the universities will provide support in the technical evaluation of the offers, will receive reports and suggestions from the providers, citizens and related organizations; and they will also present follow-up reports with the corresponding observations and findings on the operation and consequent management of the public procurement and contracting processes observed.

These reports will be published on the CEIZTUR institutional portal, on the Purchasing and Contracting portal of the Dominican Republic and in any other medium deemed pertinent. RUNED will also disseminate the good practices carried out, so that they can be replicated.

Internships

As a result of the agreement, an internship program will be developed through which students pursuing engineering and architecture careers, in any of its branches, as well as other related careers at the universities that make up RUNED, may participate as observers in the processes of preparation and execution of bids, as well as observers in the supervision and accounting of the works to be executed by CEIZTUR.
