Rolando M. Guzmán, eighth Rector of the Instituto Tecnológico de Santo Domingo (INTEC). He was sworn in on September 15, 2011, for his first term, confirmed in 2014 for a second term and in 2017 for a third term that will end in 2020.

During this period of time, he has promoted an institutional strategy focused on strengthening the quality of academic and research processes, as well as encouraging and promoting links between knowledge-generating centres and the productive sector. At the same time, management has been focused on improving processes of attention to the teaching and student community.

Dr. Guzmán holds a Bachelor's Degree in Economics from the Universidad Autónoma de Santo Domingo (UASD), a Doctorate in Economics and a Master's in Pure Mathematics from the University of Illinois at Urbana-Champaign. He also has a Master's Degree in Quantitative Economics from the Universidade Federal do Rio Grande do Sul (Porto Alegre–Brasil) and the Fundação Getúlio Vargas (Rio de Janeiro–Brasil).

His career has allowed him to work in public administration, private management, consulting, and economic and social research. He has been Director of Strategic Planning and Market Intelligence in the Telecommunications sector, Director of Economic Research of the Oficina Nacional de Planificación (ONAPLAN) and Economic Advisor of the Technical Secretariat of the Presidency.

As a researcher, Dr. Guzmán has provided consulting services to various national and international organizations, like the World Bank, the Inter-American Development Bank and the Economic Commission for Latin America and the Caribbean. An essential part of his contributions is focused on the the analysis of the Dominican educational sector and its links with economic development, international competitiveness and the dynamics of the labor market. In addition, his works extend to the topics of macroeconomic policies, technological innovation and income distribution. He has authored or co-authored more than ten books and dozens of national and international publications.

Dr. Guzmán has a long relationship with INTEC where he has been teaching for 14 years and has personally contributed to processes of curricular redesign, review of existing programs and other academic activities.
