Director of the Center for Governance and Social Management (CEGES) of INTEC, additionally performs the functions of General Coordinator of the Training Program and Political Management and he is Coordinator of the INTEC Dialogue for Action (DIA).

Additionally, he is an analyst and commentator on the UNO + UNO program at Teleantillas.

He was president of the Dominican Association of University Rectors in the periods 1984-1985 and 1989-1990. He fulfilled the functions of rector of the Instituto Tecnológico de Santo Domingo (INTEC) in two periods, 1984-1990 and 1993-2001.

He studied Social Sciences at the León XIII Social Institute of the University of Salamanca, Madrid (Spain) and is a graduate of the Complutense University of Madrid, obtaining a Bachelor's degree in Political Science, Specialization in Latin American Studies in 1971.
